Generally, Principles means guiding rules of practice. Principles are expressions of value judgments. The principles of community organisation are the spirit and purpose of social work in a democratic society. We are concerned with the dignity and worth, the freedom, the security, the participation, and the healthful and profuse life of every individual. OAA as Challenges

Everything has two sides. One positive and another is negative. Same here, Old age allowance have also both sides. Positive side we already describe above 2.3 and in this season we mention some challenges. On this research we mainly concern to the challenges while the elder people getting OAA and another is after getting money, the elder could spend the money on their desire or not? The first challenge is receiving OAA. Sometimes old age people can have problem to receive allowance, sometimes administration of VDC might not co-operate with them, the administration can ask for money, the old age people should walk half an hour/one hour to receive that allowance, the administration might not respond him/her politely, and the big problem is the money of OAA is not sufficient for them in this time when the price rate are being double. The second challenge might be after receiving money; other family member took his/her money.

OAA as Opportunities

The OAA has received considerable attention in Nepal as a state-sponsored measure that contributes to the recognition of older people in the society. Beneficiaries and perspective beneficiaries both were familiar with the OAA. Despite being small in amount, it is perceived as an important income support for older people, contributing to their well-being and income security. The distribution has enabled older people to have a sense of security in meeting their daily needs. Elder people have utilized the OAA for different purposes. A significant portion, according to the beneficiaries, is used to purchase personal supplies and meet healthcare needs, clothes, desire food, and etc… Better nutrition and access to health services medicine is likely to contribute to greater longevity among elder people. Old Age Allowance: Opportunity and Challenges in Dhanusha District Constituency -6 (Part-2)

Nepal is the first country in south Asia which declared social welfare programs in terms of old age allowance. The universal flat pension of Rupees 100 to all elderly above 75 years was first announced in Nepal on 26 December 1994. Five districts from the five development regions of Nepal were selected   on   a pilot basis   and   the first disbursement of Old age Allowance Program (OAP) was made on 2 nd July 1995 for a six- month period from January-June. The implementation of the pilot project in five -districts was carried out by the Ministry of Education and Sports and distributed at the grass-root levels by the Village Development Committees. Community organisation derives from a unique frame of reference, the nature of which is based on a particular value orientation. In social work , the focus of community organisation practice is influenced by a system of personal and professional values. These values affect worker’s style of intervention and the skills they use in working with community members. Values are beliefs that delineate preferences about how one ought or ought not to behave. Such formulations of values obviously have some subjective element. Values differ between groups and between individuals within the same group. In social work literature we find that the term “community work”, “community development”, “community organisation” and “community empowerment” are at times interchangeably used for the work with communities. Definition of community organization

Murray G. Ross (1967) defines community organisation as a “process by which a community identifies its needs or objectives, gives priority to them, develops confidence and will to work at them, finds resources (internal and external) to deal with them, and in doing so, extends and develops cooperative and collaborative attitudes and practices in the community”. In this definition by “process” he meant a movement from identification of a problem or objective to solution of the problem or attainment of the objective in the community. There are other processes for dealing with community problems, but here he called the community organisation process as one by which the capacity of the community to function as an integrated unit grows as it deals with one or more community problems.
