Ø  Well-being of the individual and community
Ø  Everything that men do for the good of society
Ø  An organized concern of all people for all people
Ø  Help those individuals, who could not fulfill their needs
Ø  An organized provision of resources and services for the society to deal with social problems

Definition of Social Welfare

Ø  According to National Association of Social Work (NASW) “Social Welfare is a nation’s system of programs, benefits and services that help people to meet these social, economic, educational and health needs.”

Ø  Encyclopedia of Social Work defines “Social Welfare is an organized effort to ensure a basic standard of decency (Politeness) in relation to the physical and mental wellbeing of the citizens.
Ø  Social welfare is a system of Laws, programs, benefits and services which strengthen or assure provision for meeting social needs, recognized as basic for the welfare of the population and for functioning of the social law.  (Elizabeth)


Objectives of Social welfare

Ø  The objective of social welfare is to provide each individual with the basic economic necessities, high standard of health, decent living conditions, equal opportunities, the well being of deprived like marginalized communities, deprived communities, widows, aged, children, and unemployed.
Ø  Expansion of social services and their improvement

Ø  To provide welfare services and develop the weaker and more vulnerable section of the population
Ø  To develop supplementary  (Additional) welfare services
Ø  To bring about social reform
Ø  To provide social security and social assistance
Ø  To bring about social change including reducing disparities of income and wealth
Ø  To prevent concentration economic power and take steps to equalize opportunities within communities.
Ø  To help individuals to attain satisfying standard of life, health and equal opportunities with the fellow citizens and self- respect.
Ø  To secure for each individual the basic economic requirement and decent living condition
Ø   To strengthen individual capacities to cope up with the real life problems
Ø  To create the basic condition that will enable all the members of the community to realise their potential capacity, growth, and self-fulfillment.


Welfare State

Ø  Social welfare generally refers to States’ services designed to protect citizens from the economic risks and insecurity of life.
Ø  Over the decades, a general consensus (Agreement) is  reached that states are responsible for protecting all those unable to care for themselves for whatever reason.

Ø  Social welfare is a matter of right rather than need.
Ø  Social welfare is one of the system of transfer payment to bridge the gap between the poor and the rich.
Ø  As the format and nature of social welfare programs becoming more comprehensive and diversified, covering increasingly more sectors of the society, meeting more identified needs.
Ø  In the modern era social welfare is often interpreted with a broad meaning to include public provision of education, health, housing, and public assistance. In this manner, it is more appropriately connected to the conception of welfare state.
Ø  In an Ideal welfare state the Government plays a key role in the protection and promotion of the economic and social well-being of its citizens, based on the principles of equality of opportunity, equitable distribution of wealth, and public responsibility for those unable to avail themselves of the minimal provision for a reasonable standard of life.
